Can a mod be attached to specific save?

I've been working on a mod that only seems to work on one save game file but no other save files. It also wont launch from a new character either.

Could a mod be attached in some way to a specific save file?

I don't even see how it's possible to some how have a mod get locked into only one specific save file. The weird thing is that if I load a save file for the same character that is an older save, that save wont launch the quest either. It's only this one specific save file that I have.

Any ideas on what could be causing this or how to fix? Or if anyone has had this type of problem or knows anything related to this issue please post here.

Thanks.

No it can't be attached to your save, or that save contains leftovers which are causing the quest to fire whereas the others don't have those leftovers baked into the save game. So basically the quest isn't firing, but I'm not much help when it comes to quests. You should provide as much detail as you can so that someone may be able to see or give advice on where to look for the problem.

Thanks for the replies. Was working on it last night and used TESsnip to rename my .esp and loaded up the save that was "working" but it didn't launch the quest this time. So now none of my saves or new characters are able to launch the quest which is like what TheGreenLion said the quest just isn't firing. Going to do some more digging into my mod and see if can figure out what is causing it but if cant figure it out will post another thread with better description and some screen shots. Thanks.
