Lifeless NPCs and Random CTDs.

Well, As the title says i'v been getting a problem of my NPCs in the world being 'lifeless' As in, Once they reach a place they're suppose to stand/sit/hang around, They don't do anything besides they're breathing animations. Besides that they're statues. They won't move or randomly talk. It really makes the game feel lifeless and drab. Originally when I got the problem and I posted a topic on here (Which I didn't get any replies to, XD.) I reinstaled skyrim, Deleted the skyrim folder in steam, And on reinstaled half as many mods. Still got the problem though. Also still have some random CTDs. If I start a new game i'll still get the problems.

Is this happening to all the NPCs in game or just a select few? What happens if you sprint and bump them?

All of them, As far as I can tell. And when you sprint into them they either do nothing and say careful or watch it like normal, Or do nothing after saying that, Then step, or stumble back.

If I had to take a guess, it looks like it might be related to that pinup mod. I don't know what that is, but if it's like Pin-up girls or whatever, it could break animations or something.

Well, I'v tried disabling the Posing mod, No effect there. And then I just tried disabling all mods, No luck there either. Reinstaled, New save file, And no mods; Still nothing. So i'm really at a loss here.. Anything I can try to fix this?
