EpicFuture
manifest is on a computer in the bottling area, if you see the door to the offices go down the stairs. the computer is protected by a misterhandy type bot which is also important for getting the key to the safe(for the nuka-clear) by whichever means you wish to use to get the key(must have the note from winger first for other options) is upto you. hbzliln1ck
its in the bottling area but i have to admit that this quest is a waste of time going around the wasteland looking for quantums. the recipe mini quest is fine but the nuka cola challenge quest it self and im saying this even though i love the fallout series is an example of how imo they did put effort into making another quest but its okay i still love fallout

I never even activate it. Quantums are far too valuable for nuka grenades to waste on this. However, you can see a funny scene if you follow this quest but sell the Quantum to the wannabe-boyfriend in Girdershade. Make sure you stick around to hear him try to sweet talk the questgiver after the quest ends.
