Seyda Neen Harbor and Finders Keepers Mods - Input Please

I want to get into making a mod for Morrowind, I want input on areas to focus on.

What Im mainly making a mod for is to expand the docks at Seyda Neen; make the town more like a fishing town, or have a harbor of some kind. This is to be compatible and kind of an expansion for the Seyda Neen boat dock mod. I have just began my modding experiance, or else I would explain a quest idea, but I may request that if my mod get to that point.

I may remove a few trees and rocks that are in the location of the lighthouse, as this is where my dock is going to be constructed.

Also in this mod I wanted to add some histroy to the land by adding items (mainly modified weapons and armors) randomly placed as if they were dropped and forgotten; aka finders keepers. This is to make exploring and taking a random path possible rewarding and giving the player somthing to check out. A spear randomly stuck in the floor of the coast, washed up and partialy buried treasures by shipwrecks... You could be traversing the forest when you wander across a odd cirlce of soul gems, or encounter a merchant making home in a remote location. The majority of these are going to be close to Neen, as hopes a fresh player will find these. I dont plan on making anything way off balanced if found early, just assist.

If anyone can give suggestions on areas that could use some attention then let me know, or else i plan on choosing the emptiest locations around MW.

Any comments about these ideas are welcome.

Progress so far.

Changes: Removed a tree and a handful of rocks next to the light house. Added what is to be an unloading platform and a grid for ship work.

I also added sharpened weapons to the leveled items list. Standard weapons; sharpened!

A few other weapons hidden around Morrowind

Plans: Add a few houses next to the light house, and possibly some "float houses."

Expand the docks more, add more objects to make the area seem active.

I may add a trader or two; one by the docks, and one who is located in a more remote less traversed location.

Some interesting encounters with "enraged" or "sick" creatures.

A quest if my skills permit. (Point me towards a tutorial?)

Likly various other NPCs.
