Is there any mods that make bandits chief's (or any high level enemy's) strength relevant?

I mean a mode that gives them some powerful equipment that make their damage relevant.

 

I can easily kill dragons, and then comes a random nameless bandit chief and he can kill me by one hit.

And the bandit chief is almost nude, he have a leather armor and an iron two handed sword while I have enchanted daedric and ebony equipment.

I don't have any problem with powerful (or overpowered) enemies, but this is pointless...
