LE Porting Oblivion Effects (Looking for someone to either do it or tell

I clearly have no modding experience, and this is most likely something very simple to port to Skyrim...however, googling the topic hasn't really helped me, so I come here.

 

I'm looking for someone to either port a shader mod from Oblivion over, or tell me how to do it myself. The mod in question changes the Detect Life shader.
