Huge skyrim performance issues with no apparent reason (for my little brain)

My skyrim Legendary edition's fps drops bellow 20 and become unplayable, especially bad in combat.

 

I started modding just a few days ago and it worked just fine then, but since yesterday the FPS is so bad its unplayable, not only because its annoying but because i can't even attack in combat when it drops to 10 fps or less. Since it was fine at first i thought it must be because of a mod i installed recently, i only have a few dozen so i started turning them off one by one. Nothing helped. So i disabled them all and put every graphic options at their lowest possible setting... didn't change a thing even when starting a new game. I also used bodyslide since it wont show up in the mod list, but for the sake of solving my problem i turned all the bodies back to vanilla (didnt fix it ofc)

i use no DLCs, i modded with Vortex and my skyrim is not pirated

Update: i've re enabled my mods alongside LOOT just to see if the thing could find whats wrong, didnt work.
I've also installed BethINI, didnt do anything either... i think i've followed every step right for LOOT and BethINI but im not 100% sure.

I've noticed that my fps goes back to 60 as soon as i enter any kind of menu..though i do not know if thats an indication of anything.

 

I've also tried a multitude of ''fixes'' found in various sites fooling around nvidia control pannel or some setting or another and nothing worked.... if anyone has any idea whats happening i could really use a hand.

Edit: Also, curiously enough, even when tanked at 2 or 3 fps my game never crashes it just keeps soldiering on.
