If you are already having issues with this load order, you should stay away from the mods listed by Cait833 and Dweedle as the typical troublemakers. And since you are using a number of mods that use leveled lists to distribute items to respawning NPCs (e.g. cloaks of skyrim, immersive armour, jaysus swords NPC distribution plugin, etc.), you should download Wrye Bash to generate a Bashed Patch to merge the conflicting leveled lists so the items will correctly appear as gears on those NPCs.
