Issue with mods in data files

Alright, so I moved a copy of my fallout 3 over to my OS in a file I created, this way I didn't get the bitchy program file ristrictions. This finally allowed me to change the fallout_default.ini so that binvalidateolderfiles=0 ='s 1. I added the mods I wanted to my data file, and for some reason, none of the mods show up in the data files. All of them are .ESP, so none of them are textures or anything besdies plugins.

 

Any one use a vista that could figure this out?
