This is what Skyrim really needs. TressFx hair!

It would be different but I don't think the Skyrim Engine could do it without cutting down on something somewhere else... No to mention what it would do to systems when you have like 20-30 actors in an area with that kind of hair.

Cloth and hair simulation would do so much in a TES game. But with it's scale I guess it could be implemented maybe in the second to next generation.

PhysX looks great in Borderlands 2 though. Flags and cloth you can rip apart by shooting in it, fluids and particles...
