Enemies unballanced it seems to me

The basic problem I have with FNV is that it seems that creatures are OP compared to human enemies. I'm looking for someone to explain to me the logic behind the vanilla version or point me in a direction of a mod that might make me happy.

 

Detailed explanation:

I like to Ironman solo RPG games, which lately seem to all come from Bethesda. I know Bethesda does not recommend trying to Ironman their games but I try to anyway. This greatly extends the life of my games I'll admit, but it is also a grind that I will give up eventually (sad). I learned that in Oblivion you'd better have a good magical weapon by 9th lvl or at least know how to avoid will-o-the-wisps, for example. So far I have only Ironmanned 2 Bethesda games. That was Morrowind (invisability kept on hotkey) and Fallout 3 (make it to power armor and 50 stimpaks and its just a breeze). As of now I am playing FNV and I have to say that I am running out of patience. The problem is apparently with the mutated creatures in the hills. I know I shouldn't go there now but it seems ridiculouse. Human players are so easy. I was lvl 8 or 9. I took out 4 raiders with a lead pipe and a DT of 17 with narely a scratch. Then I saw some blips slightly up into the hills. I figured it was somthing that could wipe me out but with a sneak of 51 I thought maybee I could at least scout it out. Before I knew it I got 5 mutated dogs chewing me apart. I start running and smashing my heal items hotkeys but in 2 seconds I'm dead and looking at another 10 grind to setting up shop in Novac. I became accustomed to Fallout 3's method of leveling encounters by zone. In FNV I have learned never to go into the hills and avoid contact with the Legion at all costs. (I allready experianced that game killer, the 4 legionaires who where sent to me at lvl11 probably could have killed the world boss. Stupid!) So what's the deal? If I lower the difficulty to easy or increase it to hard is not a solution IMO. I'd like to make the human encounters a little harder, because feeling like Rambo only to be owned by a few creatures w/o any chance of survival seems dumb. If you read this far thx. I hope someone else might be able to make suggestions other than the solutions that I have allready said are not to my liking. THX.

hmmm Its true as you say. Some Enemies are waaaay to powerfull and others a way to weak.
Sure Deathclaws and Cazadors should be strong as they are the most fearsome predators in the wasteland but imagen 4 or those randomly running up to you when you are on your way to HeliosOne or Novac.
