VR How do you access the Perk chart? Help

I can't figure out how to access the perk chart. I'm using Vive controllers. It seems like I should be able to find it in the pip-boy (under Statis) but I really don't see it.

Something must be obstructing where it should say (left trigger) what to press on the pip-boy > status > perks screen. I tried it on a hunch and it worked.
