The video says it all:

It happens in 3rd person and 1st person, but is most noticeable in 3rd and seems to be worse the further the camera is from the player.

I've narrowed the problem to my ENB. When I delete the enb associated files, the problem goes away. I also updated enb and the directx files to the latest versions with no luck. I may try reverting to an older graphics driver version if nothing else works.

Solved! It was as simple as changing my resolution from 1366*768 to 1280*800.

Edit: I should add some details in case anybody else comes across this having the same issue.

I had my computer set up with dual monitors, my primary monitor is 1680*1050 and my secondary is 1024*800. After I set the resolution to 1280*768 in the Skyrim launcher, the problem went away. Then it came back :O so I disabled dual monitors and set the resolution of my primary monitor to 1280*768 to match the game. Now it works perfectly every time.

I suspect some library within ENB is not looking at SkyrimPrefs.ini for the resolution, and instead is using the GPU resolution when rendering shadows. If anybody else has a dual monitor setup, possibly where the two monitors are running at different resolutions both from each other and from the game, please check this out and post a reply.
