It's the Prototype successor to the T-51b, (the T-51c?) developed by West Tek but lost on route to the Pentagon when the nukes fell. The schematics for it were never recovered by the Enclave due to a nuke landing right on top of the West Tek Research facility. 2. It can be linked to the Broken Steel storyline, and can be the result of the Brotherhood's Order of the Shield's efforts in creating new technology after getting their hands on the Enclave's tech (perhaps a T-51b / Advanced Power Armour MkII hybrid).
