If you want to make it for Skyrim SE please do but also make it for Skyrim regular edition as well. The weapon is in a movie called Phantasm. There are at least 5 movies in the series. I suggest watching the movies if you haven't seen them to understand the weapon. The weapon in the movie is called The Sphere.
