Dark head, light body, and vice versa

Hey all, newcomer to modding and to Skyrim, tried following Sintar's guide to modding Skyrim SE and have gone through the process 3-4 times from the ground up now trying to get my modded game to work. I feel like I'm super close to an at least mostly playable game right now, the only persisting issues are a couple minor glitches and the following BIG ONE, very immersion-breaking issue:

Half the NPCs have dark-skinned heads and light skinned bodies, or vice versa.

I've tried disabling and reenabling various texture and NPC mods, but I just don't know how to begin to identify or address the issue.

I've attached my modlist/loadorder below in the hopes that a benevolent soul might deign to help a newbie get himself sorted out.
