It's usually done like you are in the dark tunnel, and your eyes gets adjusted to teh dark, so you not getting completely blinded by darkness.But if you would look out of the tunnel when there cloudless day, it would be blinding light.Where occasionally it looks "cool" and realistic, in CP2077 it greatly overused. Most often misused when you sit in the car, trying look sideways. HDR would adjust lightening so you would see interior well, but exterior will be blinding light.What i would ask is to tune down lightening part of HDR greatly, so it would bring was blinding effects. Yeah, i get it when you are in dark(er) room, looking outside when sun shines bright will look brighter compare to if you would be outdoors. But not that blinding light.
