There are some nice mods to add quests to other factions like http://skyrim.nexusmods.com/mods/25941 How about some new mage quests? You could rip off Harry Potter or something. Or perhaps a story about Necromancers waging war against the college. If someone needs help writing stories, I'd be glad to collaborate.
