Mods don't stay enabled whenever I exit the game?

So I've got about 6 or so mods running .esp data files that you obviously enable using the launcher. However when I exit Fallout 3 and restart the mods aren't enabled by default. What could cause this?

 

Also what does Load Loose Files mean? I've googled it and no 100% answers asuch.

 

Don't use the Fallout launcher, use FOMM instead. This way they'll stay ticked.

 

Not sure about Load Loose Files. I never use it.
