SSE Vagrant Story like combining

I'm wondering how difficult it would be to make a mod where you can combine items to make a stronger (or weaker) version of the same thing.

 

Example:

 

Combine an iron sword with another iron sword to get a slightly stronger iron sword (slight increase in damage dealt, weight, durability, and value).

 

Think: "Vagrant Story" on the Playstation, only this would be a lot more extensive with the vast library of materials and items that could be combined.

 

Also, the better the item becomes the better the enchantments you could put on them. And combining enchanted items would either combine, or vastly improve, the enchantments, and would even have a possibility of destroying the enchantments, the item, and in rare cases, even you.
