Odd stamina drain and regen

So this has been happening alot recently and i'm stumped.

When I'm in combat and drawing and zooming in with my longbow my stamina continues to drain even though i've released the arrow. After combat has finished, any stamina I have left continues to drain. Drinking stamina potions does not help regen.

I've checked any active magical effects and there is nothing which drains my stamina.

the only way to regen is to equip a different piece of armour than what I have equipped from my inventory O.o
