More VATS slowmo bullet camera

I was wondering, is it random that sometimes we get this cool vats moment where the camera follows the bullet to the target with no tracer to be seen?

 

I looked around in G.e.c.k. and I think I found where this can be changed so it happens more frequently, but I just don't know what all the variables do.

It would be awesome if someone could make a mod that makes it so that we get this cool bullet slowmo in Vats around 80% of the time or only when sneaking and at certain ranges.
