Mod that lets you invade towns and cities

I was wondering if someone could make a mod that lets you recruit a large army (Yes, I'm aware of the "Private Army" Mod, but that's different) and then invade towns and cities, and take over forts.

After *Spoiler Alert* Ocato begins the search for new candidates to crown Emperor, you desire to become emperor. After being denied, for you are not exactly a noble, you begin to recruit a army in order to seize the throne by force. It turns Oblivion into more of a strategy game, as you must manage your army, how many troops you send to besiege a city, how many troops to garrison into newly sacked cities, retaking of forts to defend your land, and the needs of citizens. If citizens become to angry, they may revolt and try to retake the city themselves. Of course, the Empire is not going to sit around and watch their Empire crumble, and will send troops to retake cities and attack your forts. After capturing all the cities, you are able to besiege the Imperial City, where after capturing the city, you become Emperor. I know it may be possible to make, as Servant of the Dawn does something slightly similar. Then managing is all in message boxes and such, but you can help besiege a city or crush a revolt.

I'm no modder, but I can come up with some ideas, if that's of any help...
