Post title: How I fixed the "Vortex seems to be running already. If you can't see it, please check the task manager." error and saved my settings and load order

 

Vortex version: 1.3.21 (custom install location)

Game modded: Skyrim SE
Mods downloaded: 73

Mods installed: 57

OS: Windows 10 x64

RAM: 16GB (8GBx2)

 

Error appeared when attempting to launch Vortex.

 

I haven't been using Vortex for that long, but I already had a Skyrim SE load order that was somewhat large and did not want to lose. I spent the majority of 2 days looking into the problem hoping to somehow save my load order. Even though the error said that Vortex was already running, I could not find any processes related to the application using the task manager, and restarting my PC did not fix this. I heard that this issue could be caused by running the application as an administrator, but I never ran Vortex with admin privileges before this started happening, and running it with admin privileges did not solve the issue for me. Reinstalling Vortex and changing ownership of all folders and files from the application was not enough to fix this either.

 

It turns out that there were 2 files within "%USERPROFILE%\AppData\Roaming\Vortex\state.v2" that were possibly causing this issue. The 2 files were called "CURRENT" and "MANIFEST-XXXXXX" (the numbers may vary). I finally was able to get Vortex to run while keeping my settings and load order by renaming the Vortex folder in "%USERPROFILE%\AppData\Roaming" to create a new one that was clean, installing Vortex version 1.3.17 'custom install location' (which was the first version that I ever installed), replacing the old "CURRENT" file with the new one from the clean installation, renaming the old "MANIFEST-XXXXXX" file with the name of the new "MANIFEST-XXXXXX" file from the clean Vortex installation, and renaming the old Vortex folder in "%USERPROFILE%\AppData\Roaming" back to how it was.

 

This is what I found when I looked through vortex.log:

It seems like the "MANIFEST-XXXXXX" file was either renamed somehow or Vortex was looking for the wrong file name, and Vortex was somehow showing an error message that seems to be unrelated to the real issue.
