adding new npc's using presets

So i have a list of all the included npc's in fallout, and i have found a large amount of "preset" and "test" npcs. Now, these have no AI and do not react or move, so im wondering how i might add these presets to become wastelanders for instance, or to add them to another faction. essentially i want them to behave as a wastelander would, with their default characteristics and so on, basically only changing the model. since there are a nicely high # of these presets, it would give a large amount of variety to the existing wasteland population.
