Custom music for Fallout 3

Hello all 1000% more smarter than me in modding and Fallout3. I have a question. Could it be possible to make your own playlist to listen while you play. Something like GTA has done on PC a "radio" station that plays your own music. I'd seriously want to listen to some tracks from the Vietnam USA timeline aka battlefield Vietnam soundtrack.

So tell me gods of modding is such a dream, wish even possible in this universe?

Okay, I'm no good in modding fallout 3 nor any other game which is based on the Gamebryo engine :P But you should be able to create such a mod like the radio station from GTA IV (I know which one you mean, but forgot the name -.-).

Either with the GECK only or with FOSE it should be possible to create such stuff. Would be nice, yes.

I would like to add something to this topic, related to this, if allowed:

I'm not sure, but would it be possible to implement a radio station into the Pipboy, which reads an m3u file or pls file from a REAL web radio? If yes, would it be possible to let the game play the sound after you lost a signal from the radio station if you loose connection to the real web radio (like sudden disconnect from internet or web radio is down). Or that it maybe would then play a loop from a song.

I think this should be possible either only using the GECK or using GECK and FOSE.
