simple game modification request: Looking for a modified game directory

I'm looking for a modified game directory that does 2 things:
1 ) Overwrites the recall to call a ugly van model with an Black NCPD model van with a fixed price of 50,000 credits to replace it.
2) Overwrites an ugly van in a questline to buy one of the car models with an Black NCPD Van.

This can probably be done by opening the game directory, going deep into the games files, and using notepad to edit such things, then sending it to the public via uploading it as a folder / .ZIP file
