How to remove scripts of uninstalled mods?

There are no consequences whatsoever. But there will be if you DON'T remove them!

Before trying any mod that has loose files, I will pack them into a bsa myself before using it. It is safest that way, and easy to uninstall.

so i have a relatively stable game however approx 20 hours or so in i noticed my character started bugging out as if if i still had head tracking on however this is a new save file and character that never experienced said mod so should i just do a fresh install of everything im assuming some scripts were so how left over. I use mod organizer 2
