[Mod Request] Resource Center when playing offline

I havent seen this mod yet....(i think it could be done, something to emulate the system "online")

 

I would like to play delivery requests from the list at the Resource Center when playing offline, would like being able to complete the request.

 

Are there "plugins", "program editor".... to change delivery request from the list?

(For example, add some "Limited bounties" instead of "registered bounties"....)

 

I would like to see that.
