NV FO3 Conversion Statiscics

This is not question about meshes: porting for personal use is another matter. However, once one has a piece of New Vegas Glory in their Fallout 3 mesh file, then a personal redo of the weapons stats is in order. That is original. However, is there a decided or common formula for doing it? Say I port the Hunting Shotgun to FO3: how do I use the stats on the other shotguns as a baseline to properly balance the whole thing?
