Mods that partially load

I've downloaded the Sniper Overhaul from the downloads section, found here:

And all of the features appear in the game, bar the new texture, mesh and sounds for the sniper rifle.

I added the files to the Data directory, but they aren't loaded by the game.

 

Is there any way to fix this?

 

EDIT: I've tried all sorts of programs to automatically generate ArchiveInvalidation.txt, and programs to nullify it, even editing ArchiveInvalidation manually, but textures, sounds and meshes for some mods just will not appear.

 

Even fresh games have no effect.
