Best way to replenish Magicka for Atronach birthsign

I've never found there to be any one "best" way of restoring magicka using the Atronach birthsign (a favorite for me, as it creates more of a challenge for my mage characters.) Potions and Ayleid wells are the best bet at lower levels, and as you go up in levels spell absorption spells, absorb magicka and similar magics will help keep things tipped up. One of my usual methods is to enchant a melee weapon with Absorb Magicka and use it on enemies who get too close (this works well if you also combine it with an Absorb Health enchantment for the double benefit). In most cases fighting spellcasting opponents at mid-to-higher levels will replenish your magicka often more than enough, meaning you won't have to rely as much on potions, etc.

I've run into that issue myself with the Lucky Old Lady and the altars/wayshrines; it works, but only 1/2 the time (the other half the spell absorption fails and you gain the benefit of the blessing instead rather than just absorbing the magicka.) So I stick mostly to the methods outlined above.

Summon a ghost and attack it three times with a silver weapon or spell. Then it will go hostile on you and throw spells at you that you can absorb. I'm playing an Atronach sign right now and discovered that Diverse Runeskulls has runeskulls that can enchant your gear with +1 magicka. That way, all I have to do out of combat is wait for magicka to replenish.

Stunted Magicka means that YOU don't regenerate magicka... but if you have an enchantment that gives you +1 Restore 1 magicka point per second then it is the enchanted item that is giving you magicka. If Stunted Magicka prevented other means of gaining magicka then it would be brutal. Unfortunately, vanilla Oblivion doesn't have such an enchantment that I know of.

Because they took out Restore Magicka. So it was a very joyous moment when Diverse Runeskulls put that skull in the chest I opened.

However, I don't know how often the Runeskulls will appear in loot without a loot limiter. I use FCOM Frans with hardcore loot settings and it seems runeskulls are just rare enough to make me happy when I find one, which is fine since FCOM makes the Oblivion realms so dangerous that I can't go looking for Sigil Stones.

Edit:

Looking at your first post I would say something may be wrong. Using a church alter should restore health and magicka as well as remedy disease and damaged attributes. Also, you can use the ayleid wells you see every now and then to regain magicka, once a day.
