Vehicles you can ... borrow, that you'd love to buy

For me it would one or more of the following - Bear in mid that this is just me, and I use a Keyboard and Mouse to drive, so others may feel differently about the vehicles driving mechanics..

 

Bog standard, factory Quadra Type 66 - It's less powerful than the "Avenger" or "Cthulu" and thus (for me, being a KB/Mouse user) is much easier to control. Can be "borrowed" from various NPC's, and will also randomly spawn in car parks for you to "test drive".

 

Quartz "Sidewinder" - Essentially a Quartz that someone welded a shopping trolley handle onto the back of and called it a "spoiler", jury rigged the diff's so it's all wheel drive, and dropped a Shion engine into it. This thing is LUDICROUS! It's almost a flying vehicle because it's so light, but it does the most insane drifts of any car in the game. Can be borrowed from various "Wraith" groups throughout the badlands and suburbs. Can also be test driven at the Aldecaldos camp (prior to them moving) And there is one at the end of ... a certain race in the badlands - although it has a different "nickname" that I can't quite remember ATM.

 

Thornton Mackinaw "Saguara" (spelling? ) Basically Panam's "truck" but without the 50 cal. turret. The only one of these I've found consistently is at the Regional Airport after you visit the place briefly during a certain quest. It becomes a "Wraith" spawn point with around 5 generic Shiv's plus 2 vehicles, one being the Mackinaw. This thing, although not particularly quick, either in acceleration or top speed, is incredibly stable on and off the road, due to it's weight I'd assume, and can also do "handbrake turns" very nearly as sharp as a motorcycle. It also doesn't have the stupid "bouncy balloon" tyres like "Beast".

 

Finally the sexiest car in the game (IMHO) - The Mituzani Shion MZ2 "Targa" or convertible. This baby only very rarely spawns in game, I believe it's the car that Takemura drives, before and during his fall from grace.

There is only one that I know that always spawns, a silver one at a certain NCPD event directly across the river from the "Shooting Range" fast travel beacon. You can also sometimes get one to spawn in the "parking lot" where you buy the Kusinaga Yaiba motorcycle. There is a group of 3 Tyger Claws that spawn with a Type R and a random Shion. You can either save spam, or run from one exit to the other to get them to respawn.
