Different download speed for different mods (Premium)

1) Static Mesh Improvement Mod - SMIM at Skyrim Special Edition Nexus - Mods and Community - trying to download this results in roughly 300-450 KB\s download speed regardless of download method (manual \ Vortex) and server (tried different EU download servers).

 

2) Ruins Clutter Improved at Skyrim Special Edition Nexus - Mods and Community - started downloading this in Vortex, and it just zoomed at 7.7 MB\s (could have been more - it finished in a few seconds). That speed was achieved despite an ongoing manual download of the previous mod via internet browser.

 

What's up with the inconsistency?

I'm relieved to see 7.7 MB\s download speed, but I'd like to get similar speeds for all of the mods.

Getting good speeds on other mods - just hit 11 MB\s on Vortex for Inferno - Fire Effects Redux at Skyrim Special Edition Nexus - Mods and Community

Tried to download SMIM again - same lame 450 KB\s regardless of download method.

 

*Update 2

Getting 2.2 - 2.8 MB\s with Vortex for Underground - a dungeon texture overhaul at Skyrim Special Edition Nexus - Mods and Community - which is tolerable, but strange after seeing 11 MB\s earlier. Literally no changes to my system and network.

 

Update 3

Download speeds were pretty good (consistently reaching 11 MB\s) for a few files now, but as soon as I started downloading another big boy Noble Skyrim Mod HD-2K at Skyrim Special Edition Nexus - Mods and Community I'm again forced to stare at 300 - 700 KB\s regardless of download method. All of these observations are made in one sitting, with no change to my system and network. Trying to pause\unpause download will see 1 MB\s for a few seconds and a steep crash to 300 KB\s a few seconds later.

The SMIM patch from the same mod downloaded at 8.3 MB\s while being in parallel download with the big file. Then the download speed flicked from 8.3 MB\s back to 400 KB\s in few seconds. Something is fishy.
