Player movement speed increases in interior cells?

Did a fresh install of FNV and modded it up, I'm not too far into the game (Nipton) but I noticed that when I am in an interior cell my character moves very quickly, both in regular and sneak mode. It feels like I'm moving at 150% speed. Outside, everything is normal.

Disabling all mods and the problem persists.

Starting a new character and the problem persists.

However, if I launch through Steam and not MO2 with xNVSE, the problem goes away.

I have no idea what would be causing this, as none of my mods really mess with the character's stats as far as I know. Any ideas? Load order is below.

This problem was fixed by correctly installing NVTF and altering its .ini file, following the instructions of the Viva New Vegas guide. I figure I would leave this post up in case anyone else experiences this issue.
