Skyrim Se - Disappearing fog/mist when moving?

Hi, I have a issue where every time I move my player character fog and mist disappears. It happens pretty constantly and only when I verify the integrity of the game files does it go away. But then after I shut down my pc and start it back up, the problem comes back. I have to constantly run SSEEdit to clean all the dlcs and the update and it's getting pretty annoying. Any help?
