That solves these sorts of issues easily. Five minute effort. ENB and mods have nothing to do with this, your game ini files has incorrect field parameters, that usually needs to be reset. Grass rendering is not included in that ini file and it's not even inserted in the same directory as the game ini (Skyrim.ini and SkyrimPrefs.ini) files. Only an mod or modified game ini files end with this result. Either corrupted mod and/or messed-up game ini files are possibilities for this scenario and they need to be reset.
