Knockdown effect duration useless?

I've been trying to make a tranquiliser gun using the Victory Rifle knockdown effect but lasting longer. I got the script effect to the point where the knockdown only comes into play when the target is almost dead, but regardless of what I set the duration to (was shooting for one game hour, initially), the target falls, gets back up a second or two later, and continues to fight. I also tried adding a paralysis effect to the Actor Effect, but the same thing happened: The raider got down to low health, dropped, got back up and then fled. Much to my chagrin.

 

Thoughts? Ideas?

You could of course, use or modify the paralyze effect. It lasts longer.

 

After posting I tried that, but apparently I screwed something up - once I'd done that, nothing happened. However, I've just found the Deus Ex-like tranq gun, so I'm getting that instead. Might tweak it or change the model for personal use.
