At the beginning I thought it was an issue from Climates of Tamriel with Dragonborn DLC. So I have waited for the v3 of Climates of Dragon that comes with Dragonborn support. But this bug is already there. This bug is also noticeable in Riverwood Hunting Cabin. My Load order is attached.
