I can't download ANY file they just keep stiopping

I cannot get any file transfer larger than about 30 MB to complete, the download stalls and then fails. This happens with ANY download server location and I am a premium member

I know my speed will be slow and I accept that, however I cannot finish any download over about 200MB and files smaller than that are a crap shoot and I have to try multiple times for the file to finish downloading. The speed starts out at about 1000 kb/s then steadily drops until it gets to about 700 kb/s it holds there for a few MB then the speed just continues to drop and drop and drop then stall then fail. This happens EVERYTIME.
