Weird Stutter and CPU Usage Spike [LE]

Hi guys

Help me out please.

I've been dealing with this weird stutter with fps drops about 5-6 fps everytime i cast ranged spell, e.g. icy spear. It's worse when i cast chain lighting, especially when it leaps from one enemy to another. It's not a minor stutter but it's more like hiccup. I don't install mods that adds more light or particles to spell, it's all default.

Oh, another issue i'm having is cpu usage weirdly spikes when i enter shops (ragged flagon is the worst, cpu usage constantly spiking), homes or certain dungeons and casting spells as well (65% CPU usage on a 2011 game, seriously?), i thought Skyrim LE can't use more than 2 cores? It's quite a big deal since i'm worried about my CPU temps, there must be something wrong.

2x4GB 2666Mhz DDR4 RAM

Zotac GTX 1060 6GB

SSD 120GB (OS only)

HDD 7.2K RPM 500GB (Games and such)

Latest Win 10 64bit

 

Ultra Preset, except i set shadows high.

Currently I am also having this problem, I already tried disabling all the mods (esp, esm, bsa, loose files) and still nothing, I have also checked the latest versions of everything, and I even have an old laptop with the game where I do not have this problem and that laptop only has 4gb of ram

 

specs:

amd ryzen 3 3200u radeon vega 3

8gb ram maybe 5 available

ssd 38gb available

 

Veteran in modding, performance mods, all in low/medium, compressed textures, handmade patches, everything perfect but the damn lag when I use magic, no ENB, no light fix, I avoid everything that lowers fps lol i have 2 weeks trying:(

 

Seeing your case, I think it's about your shadow textures, you're crazy if you want to put them to the maximum, shadows eat fps a lot
