is the mod a .esp or a .esm?

Did you, at any time in the creation process select "yes to all" when an error popped up? When making a new worldspace, especially if you used the heightmap editor, errors in the terrain can occur causing the whole cell to become bugged. Normally, you would get an error about that cell not saving, allowing you to fix the problem. Most of these are caused from the terrain being too steep, or rather, moving more than 3000 units or so between 2 connected points of the land mesh.

The heightmap editor may cause this without you realizing due to the way it handles the quads of a worldspace. At the corners of every quad the land will be reset to 0. So, at the point where 0,0 and 0,-1, and -1,0 and -1, -1 meet there will be a small hole which needs to be flatened every time you use the heightmap editor. As this spot tends to be right in the center of the initial area loaded in the heightmap editor, this is likely what happened. Just open the mod in the CS, use the landscape editor, flatten or soften, and fix that area.
