Sure Oblivion has drop dead gorgeous vistas and eye candy to beat the band but I'm disappointed in the lack of "life" in oblivion. You would expect a huge bustling Imperial city with like dozens and dozens of people not some random 2 or 3 NCPs. I understand there was a limit in the voice acting but still the cities can use a little more people.

 

Also there aren't any caravans, riders or anyone traveling the roads except the occasional guard and black horse courier. The only excitement on the roads are marauders and bandits. Also it wouldn't hurt to have the ability to own property and having the occasional odd job for some extra pocket change.

 

Maybe change the uses of certian food items too for that matter other than being Alchemy ingredients.

 

I know it sounds very ambitious but I think Bethusda can try a little harder to immerse us into the Elder Scrolls universe. I mostly mod for RTS games and this will be my first attempt to mod an RPG. I have yet to learn what kind of tools I need to start this ambitious project if it is at all possible.

1) You have to remember, some low end spec machines may not be able to handle that extra stuff, so they were probably thinking of the compatibility of Oblivion.

 

2) Please check around a bit more, there's a few mods that add people on the road as well as mods that add more people to cities already. One of them is Total Immersion Experience (T.I.E.) at:

There's a few more I've seen, but T.I.E already does alot for my system (at that which I it can handle) that I haven't gone looking for more, but I HAVE seen more mods similar. So use that advanced search, and look for NPC's (via sorting through high rated ones). Good luck if you're planning to make one like this.

 

3) Owning property? Other than mods that give you property, you can buy houses, but I'm not sure about owning property.

 

4) Changing food items would require scripting knowledge as it is built in as alchemic items (but you can mod them with different functions I believe since they are items). If you wanted food then it would have to be through scripting. Once scripted, any item can do various things depending on what you want. If you were to have them do something else, what would that be?

I'm not gonna bother posting more, but these should give you more than a good start. There are also plenty of overhaul mods to look at, but these are the small scale variants.
