Is there any way of editing and packing normal maps without usage of hex editor?

As you probably know, if you try to cook and pack a normal map, in game you'll get an overspeculated mess. Is there any easy way to edit NMs?Â

I tried to search on forums, but the only answer was lowering specular color value in xml file. (of course it doesn't solve the problem)
