problems with mod

I am having problems with this mod:

the problems I'm having with this mod is that I have no idea how to increase spawns.

he says that 1-3 spawns are included like in this file

but i want 2-5 and I have no idea how to increase the spawns

 

he says to load it in FO3edit what?

well then how can I get to the following?

Increased Spawns.esp tree

 

please I want to have lots of enemies to kill with the enclave commander mod D:

 

but I can't because the spawns are to small.
