Custom Region Problem

I tried making a new region in Fallout 3, but the terrain is going through some of the buildings and its preventing from continuing this mod.

Here is a decent thread to what you are seeing. It also has a link to a good Landscape Tutorial. Let me know if you have any questions after looking over all the information.

 

Thanks for reply, but that is for making another world space and my problem is terrain coming out of the ground. And I am editing in fallout 3.

Well if you flattened the ground for the buildings, it looks like you went too deep. That blurry stuff is the worldspace LOD.
To get rid of it, you have to regentrate LOD for the entire worldspace based on your new landscape.
There may be a way to generate LOD of a limited number of cells but that's beyond what I've done.
