0 damage on everything and nothing deals damage even enemies can't kill you

so I recently tried sekiro combat and when I started a new game I noticed that my hatchet did no damage and I was like "ok maybe it's a visual glitch" I attack a wolf that's attacking my horse and stuff outside my house and I did no damage, and I was like "ok maybe it's just the weapon" I go to use the additem menu mod and find just a regular old dagger.... all of the weapons did no damage so I continued trying to kill the wolf then that's when I noticed I haven't even taken damage from it at all. here's my load order: 0 0 Skyrim.esm
