Most .esp will also come with Textures and Meshes or maybe Sound, those have to go into the Data folder as well. Then, you have to activate the .esp by starting the OblivionLauncer.exe and selecting "Data Files". You will see Oblivion.esm with a checked box and maybe some other things like Shivering Isle if you have that. The .esp you installed should be in there, too. Check it and start the game. I however would recommend you to dl and install OBMM. With this tool, you can "sort" you mods. Yes, Smosh is right, for FO3, you better go with FOMM. Installation is similar, esp, Meshes and Textures go into your Fallout 3/Data folder.
