How flexible is the "Mysterious Stranger" script?

I've had some mod ideas for a while now, but with no computer to use the GECK (or Fallout PC), I'm out of luck. Still, I've read a lot of the GECK wiki and I role through a mental program flow chart or two every once in a while.

 

When I woke up this morning, I had an idea for a "Sniper" companion (They seem so popular, don't they?). But, in order to make Him/her(Them?) stand out a from the crowd a little, they wouldn't be traditional companions. Hire them in a bar or something like any companion, but they wouldn't follow you. They would occupy a companion slot, but more or less function like the Mysterious Stanger perk. You'd go into VATS, and all of a sudden, a few shots would ring out from a great distance away.

 

Now, I'm fairly sure something like that would be semi-easy to build, but there are a few questions. How far away can the "Stranger" NPC be set for the event, but still have the VATS camera display them? How accurate can they be? Can the perk activate two NPCs (A sniper and his twin brother, the spotter)? Is there a way to make that perk invisible, and activated by NPC dialogue (Handheld radio, etc.) How much trouble would clipping issues/firing lines be? Could it be automatically de-activated indoors and reactivated automatically outside (Solar powered perk script, maybe)?

 

If the answer to many of those questions is "Yes," then the script could even be re-purposed for a weapon mod, the "Orbital Laser," similar to the Hammer of Dawn from Gears of War, or the SOL from Akira.

 

Anywho, is something like that plausible, or a pipe dream?
