MOD REQUEST: Radio Station Replacer

Please could someone make a mod or teach me how to make a mod to either: Replace an existing Radio Station or Add a New Radio Station on the Radios throughout NC and in the Vehicles?

 

Maybe something like a personalised playlist that sits in a folder within the new mods directory or a link to a internet radio station.
